The Fourier LDOI LOCC lower bound is not tight
Johnston and Russo ask whether their lower bound for the uniform Fourier LDOI ensemble is tight. In local dimension three a finite tree of complete local Kraus instruments has success probability 1/2, exceeding the proposed value 4/9. This refutes the universal tightness assertion.
